- Defined organisational boundary: The scope of what is included must be explicitly stated and consistent across reporting periods.
- Audit trail: A record of who prepared the report, who reviewed it, and what changes were made must be maintained.
- Prescribed format: The output must conform to MOCCAE's required submission format, not a generic PDF or narrative report.

Generic carbon accounting tools typically fail on several of these requirements simultaneously. They use international emission factors rather than UAE-specific ones.
